I suppose the word "safe" was some kind of alert - and possibly if I wasn't mathematically semi-literate this headline might make more sense (but I am not the only numerically challenged reader, I imagine). Anyway, I initially read it as the announcement of a good news story, something outlining the fact that we have more nurses than we absolutely need, hurray. Needless to say, the opposite of that is what is being reported (remember the golden rule, mentioned in the last post: if you can be misread, you will be):
