I don't think you can cow to something - you can only cow or be cowed:
Same as Denis- a lot of people under the age of 40 don't know the word "kowtow". Also, is "queuejumper" one word? I thought most people used two words as I always did. [Appropos of proofreading/editing: I had to laugh when I received a printed copy of a friend's book after she had me proofread/edit, especially to make sure her grammar was acceptable. When I glanced through it I found 3 glaring errors because she had altered the text after my last reading. The most hilarious was in the acknowledgements where she listed me as helping with "Grammer"!]
Looks like someone got carried away by some alleged 'cow'-towing....
