"The effects .... is" - you can do better than this, Hansard, you know you can (and what about the change of preposition from "on" to "to"?):
"The effects of war on those now in Afghanistan
and those who have already returned
is just as far-reaching as it was to previous
generations of Anzacs and we must be
conscious of that at all times."
